Plan Purpose & Vision:
This project creates a community-driven plan for Alpine City’s Downtown and Gateway Corridors, enhances the existing Historic Downtown Gateway Design Guidelines, and provides a framework to guide growth and development. A key focus involves establishing a safe, multi-modal transportation network that emphasizes pedestrian and cyclist-friendly infrastructure.
The plan provides a comprehensive framework for the growth and development of Alpine City’s Main Street and Gateway Corridors, integrating community vision to balance historic preservation, economic vitality, and quality of life. It addresses land use, transportation, housing—including missing middle options—and economic strategies to create a vibrant, accessible, and sustainable downtown and gateways.
Aligned with this over arching vision, the updated Design Guidelines will provide clear, actionable standards rooted in best practices to guide development within the Business Commercial zone. The guidelines clarify language by incorporating dimensional standards to enhance usability and userfriendliness, and introduce graphics that effectively communicate the intended character and desired outcomes. Preservation of the historic character is supported through thoughtful modifications to requirements such as setbacks and parking lot standards.

Our next Open House for the Main Street + Gateway Corridors Plan and Missing Middle Housing Study will be held March 12th, 5:30pm-7:30pm.

Short presentations will be given at 5:30 and 6:30. The remainder of the time, the consultants will be available for questions, comments and feedback.
Many topics will be discussed, including: Traffic Flow, Main Street Look-and-Feel, City-wide amenities (community center, library, sculpture garden, etc.), Missing Middle Housing Guidelines, and more! Please note, while Missing Middle Housing will be discussed, it is one of many topics. Please attend ready to share your thoughts on all the topics they will be presenting.

History and Purpose of the Main Street & Gateway Corridor Plan
Alpine City applied for and was awarded a grant through the Mountainland Association of Governments (MAG) to develop a comprehensive small area plan that addresses land use, transportation, economic development, and housing accessibility. This grant will also fund the update of Alpine’s Historic Downtown Gateway Design Guidelines. Concurrently, MAG received a state grant to create a “Missing Middle Housing” (MMH) toolkit for cities to expand housing options. Alpine City was invited to participate as a model city, showcasing how various MMH options might work. Importantly, Alpine is not required to adopt all MMH options; only those approved by the City Council and deemed beneficial will be implemented.
Timeline
An initial Open House was held on November 14th to gather community input and feedback for the project. Based on the information they received, consultants aim to present a draft plan to the Planning Commission and City Council by May 2025. In February 2025, another open house will be held to gather resident feedback on various aspects of the project.
Funding and Project Partners
The project was made possible by a $107,250 grant, with Alpine City contributing $7,250. As part of MAG’s grant process, consultants are chosen from a pre-screened pool. Alpine received bids from three firms, ultimately selecting Design Workshop to lead the Main Street & Gateway Corridor Plan. Opticos Design was selected by MAG to develop the Missing Middle Housing toolkit and assist Alpine with housing accessibility components. It is important to note that this project is driven by the city’s desire to plan proactively—not by developers or builders.
Goals
This project aims to create a clear vision for the future of Main Street and the gateway corridors, with design guidelines and land-use strategies that reflect community preferences. The plan will provide guidance to city leaders and private property owners about the desired design standards and potential uses for properties. It will also inform city leaders of potential safety aspects when it comes to transportation and economic opportunities for the city.
What the Plan Is—and Is Not
This plan serves as a visioning document to help guide development. It does not mandate specific actions or impose deadlines for private property owners to develop their land. The plan will not require property owners to build housing units with pre-determined specifications such as multi-family vs. single family or any other particular type of housing. The final decision for land development rests with the property owners and the city provides guidance through city zoning and ordinances. The purpose of the small area plan design is to provide a roadmap for thoughtful and community-aligned projects.
